Public Notice – Bylaw No. 393 Public Library Facility Service
The SRD Board of Directors intends to proceed with final passage and adoption of Bylaw No. 393 & Bylaw No. 394 at its Wed. Aug. 19, 2020 meeting unless at least 10% of eligible electors submit elector response forms before 4:30 p.m. on August 10, 2020.
Public notice is hereby given that the Board of Directors for the Strathcona Regional District intends to proceed with final passage and adoption of Bylaw No. 393, being Public Library Facility Service Establishing Bylaw 2020 and Bylaw No. 394, being Public Library Facility Loan Authorization Bylaw 2020, at its meeting of Wednesday, August 19, 2020 unless at least 10% of the eligible electors for the Regional District submit elector response forms before 4:30 p.m. on August 10, 2020.
Bylaws No. 393 and 394 would establish a service for funding construction of public library facilities and authorize the Regional District to borrow up to $14 million for the construction of a new library facility in Campbell River and to do all things necessary or convenient in connection therewith provided that the debt being created would be reimbursed by annual payments from the Vancouver Island Regional Library to the Regional District over a period not exceeding 25 years.
The number of eligible electors within the boundaries of the Strathcona Regional District has been fairly determined to be 33,974 and the number of valid elector response forms required to prevent the adoption of Bylaws No. 393 and 394 without first obtaining the assent of the electors by voting is 3,398. Elector response forms must be in the form approved by the Regional Board and may be obtained online at www.srd.ca or in person at the Regional District office located at 990 Cedar Street, Campbell River, BC. Only persons who qualify as electors within the Strathcona Regional District are entitled to sign elector response forms.
