Background

The Strathcona Regional District (SRD) is seeking community input on the provision of the Area D Animal Control Service. The Animal Control Service is established by Bylaw No. 1073 for the regulation of dog licensing, enforcement, and shelter services.

  • Dog Licensing – Dogs living in Electoral Area D, regardless of age or sex, must be licensed. Licensing is required to be renewed on an annual basis.
  • Responding to complaints –
    • Barking and noisy dogs
    • Dogs running at large/ roaming
    • Unleashed dogs
    • Impounded dogs
    • Vicious or dangerous dogs
    • Deceased animals on roads
  • Dog shelter – previously located at 490 Merecroft Road, Campbell River
  • To report a dog attack – this is not covered by the Animal Control Service, please contact RCMP
  • To report animal cruelty – the BCSPCA can be reached at 1-855-622-7722 for animals in distress or cruelty concerns

The Area D Animal Control Service has been contracted to the City of Campbell River and, up until 2025, was subcontracted by the City to Coastal Animal Control. Over the past 3 years, the SRD has seen a steady increase in costs for the service, especially for 2025 when the City ceased subcontracting to Coastal Animal Control. In an effort to reduce the service costs while maintaining or improving service delivery, the SRD is seeking input on what options the community may or may not support moving forward.

* Please note that if your property is within the Agricultural Land Reserve (ALR), the keeping of animals/ livestock are not regulated by the SRD.
