  • July 8, 2015 – Final report, including feedback from the June 10 Strathcona Gardens Commission meeting and the June 11 Open House

Background

In 1998, Professional Environmental Recreation Consultants Ltd. was commissioned to provide an operational review of the Strathcona Gardens to ensure the effective and efficient provision of services to the public. In the fall of 2004 PBK Architects were commissioned to evaluate the Brind A’mour arena and provide options for increased seating capacity and explore options for a wellness centre. In 2007, PBK and Genivar Engineering provided the Regional District with a building condition assessment report to assess the general condition of the various building systems in the facility.In January 2014, the Strathcona Gardens Commission reviewed these reports and conducted a physical inspection of the facility. Following this exercise, the Commission determined that an up-to-date facility needs assessment was required to effectively plan for the future of the Strathcona Gardens Recreation Complex.

Key Considerations

It is timely to conduct a needs assessment due to the changing needs and demographics of the facility users since the previous studies were completed. Several options have previously been reviewed for the arena – from renovating the existing arena for increased seating to constructing a third arena at the current Strathcona Gardens site. Several options for a wellness centre have also been explored.

The decision to conduct a facility needs assessment was based on the following considerations:

  1. The need to determine if the present service delivery is meeting the needs of the community or if additional programs and services are needed now or in the future to serve the residents of Campbell River and Area D.
  2. The desire for a cohesive foundational plan to use as a guide for program, operational and capital decisions for the next five, 10 and 20 years.
