Electoral Area C Integrated Community Sustainability Plan (ICSP) Adoption
The purpose of an ICSP is to help get community members on the same page, moving forward together toward a shared vision.
The Strathcona Regional District (SRD) is pleased to announce the approval of the Integrated Community Sustainability Plan for Electoral Area C, Discovery Islands & Mainland Inlets!
The purpose of an ICSP is to help get community members on the same page, moving forward together toward a shared vision. This common ground provides the foundation for dialogue and collaboration when more detailed planning and decision-making occurs. This ICSP establishes a long-term vision and goals for Electoral Area C, and will guide the future development of more detailed, regulatory planning documents, such as Official Community Plans and zoning bylaws.

The ICSP vision and goals are the core elements of the plan. The vision for Electoral Area C is:
Area C is a beautiful coastal area of high ecological diversity and unique communities working to protect the natural environment, mitigate climate change, maintain their rural character and community vitality, and meet diverse community needs without compromising the ability of future generations to meet theirs.
The goals are organized into five overarching ‘systems’ that are comprehensive, covering all aspects of the region.
- Climate Change & Natural Environment
- Developed Areas, Housing, and Infrastructure
- Community Well-being and Individual Health
- Economy and Employment
- Governance and Reconciliation
The ICSP also includes some ideas for key initiatives that can be considered for implementation, next steps, and finally, it includes some recommended indicators to track progress toward the vision and goals.
The ICSP was developed in two phases between 2018 and 2022, with a pause in the middle due to the COVID-19 pandemic. Phase 2 included significant contributions from a project task force (comprised of approximately 14 Electoral Area C community members) and feedback was gathered from the broader community in November 2022. The SRD would like to thank all those who contributed, especially the task force members for their time and commitment to the successful completion of this plan.
